INFRASTRUKTUR.CO,ID, JAKARTA: Bidang Operasi dan Pemeliharaan Sekretariat Badan Pengatur Jalan Tol Kementerian Pekerjaan Umum dan Perumahan Rakyat, dalam keterangan resmi kepada pers di laman virtual kementerian, menyatakan pemerintah berencana menerapkan uji coba sistem pembayaran nontunai nirsentuh (MLFF) pada lima ruas tol.
Uji coba tahap awal direncanakan pada ruas Tol Bali Mandara pada Juni 2023. Selama uji coba dan masa transisi, masih akan ada palang pintu tol untuk mengecek kesiapan pengguna tol, termasuk pendaftaran kendaraan, penggunaan aplikasi sistem transaksi nontunai dan nirsentuh (cantas), dan saldo pembayaran.
Penerapan pembayaran nirsentuh melalui aplikasi telepon seluler atau ponsel cerdas itu akan dilakukan secara bertahap, melalui transisi dari sistem pembayaran tol nontunai menggunakan kartu elektronik (e-toll).
Terdapat lima ruas jalan tol lain yang akan menjadi prioritas uji coba pada Desember 2023, di antaranya:
- Tol Balikpapan-Samarinda
- Tol Jagorawi
- Tol Lingkar Luar Jakarta (JORR)
- Tol Jakarta-Cikampek
- Tol Bali Mandara
Uji coba MLFF bertujuan menguji sistem, risiko, dan mitigasi terhadap penerapan MLFF. Jalan Tol Bali Mandara yang merupakan satu-satunya tol di Bali dipilih untuk uji coba MLFF karena jalan tol relatif pendek sehingga risikonya lebih terkontrol. Dari uji coba itu, pemerintah akan mengevaluasi sistem baru itu, meliputi cara pembayaran, akurasi data, hingga sanksi terhadap pelanggaran.
Secara berkala akan dilakukan operasi pengawasan. Pengguna tol yang tidak membayar akan dikenai denda besar. Pemerintah juga akan menyiapkan regulasi untuk pengenaan sanksi atau denda terhadap pelanggaran.
The Indonesian government has recently announced that the Main Lane Free Flow (MLFF) systems of four of the largest toll roads in the country are now ready and operational. The MLFF system uses an automatic number plate recognition system to scan and record vehicle identification numbers. This eliminates the need for toll booth attendants and allows faster payments by users.
The four toll roads that have implemented the MLFF systems are the Jakarta-Cikampek toll road, Tangerang-Merak toll road, Cikarang-Cibitung toll road and the Cipali toll road. These toll roads are some of the most heavily used in the country and the introduction of the MLFF system is expected to improve traffic flow and reduce congestion.
The MLFF system requires the use of a vehicles pass or e-Toll card for toll payments. The pass or card must be linked to a users bank account in order to facilitate payment. Payment can be made via the web, ATM or at any of the thousands of convenience stores throughout Indonesia.
The MLFF system is expected to reduce the waiting times at toll plazas and eventually will eliminate the need for toll booth attendants. This should help reduce traffic congestion and increase travel times. The MLFF systems are expected to be even more efficient with the installation of solar panels to power the number plate recognition systems.
The government is also encouraging toll road users to make use of the electronic payment system for their convenience. In addition to the MLFF, the government has also implemented a Smart Payment System (SPS) for highway users that allows toll payments to be made automatically from the users bank accounts. This should reduce the need for users to make frequent trips to the toll plazas.
With the installation of the MLFF systems, the Indonesian government has taken an important step towards managing traffic congestion. This should result in more efficient trips for commuters and an overall improvement in the quality of life in the country.
